When you pick it you will smell its pungent smell. That is what repels the fleas.
Throughout my research I could find nothing that pointed towards any harmful or toxic effects. Although I have found it to be safe for our pets I would suggest trying a little to start with. Just like hoomans individual pets could have sensitivities.
